A parking, transportation, and mobility executive with 20+ years of experience implementing projects, programs, standards, and pilots to benefit the industry; Rachel represents IPMI members worldwide who manage 100,000+ parking facilities and the curbside environment. Rachel spearheads strategic initiatives for electric vehicle infrastructure planning, resources, events, and education. She leads IPMI’s EV Readiness Cohort and Smart Transportation Task Force and serves as a member of the national CHARGE Coalition.

A Certified Administrator of Public Parking (CAPP) and a LEED AP, Rachel spearheaded the sustainability movement in parking and mobility, culminating in the launch of Parksmart, a rating system for sustainable and high-performing parking structures, acquired by the USGBC/GBCI alongside LEED. Rachel shared her expertise through leadership positions in international consulting, engineering, architecture, and construction firms. She managed complex international projects, including participation for the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) on the “Roadmap for Green Growth.” She holds a bachelor’s from Georgetown University’s School of Foreign Service in International Relations, Law & Organization.
