For the past few years since his retirement from California Government in 2019, Avtar Bining is providing strategic consultations and advice to select clients working on electrification and decarbonization as well as electric vehicles and charging infrastructure.

Previously in 1990 at the California Air Resources Board, he assisted in developing the original Zero Emission Vehicle regulation. Between 1991 and 2019 at the California Energy Commission, he led many energy research and development programs focused on advanced transportation and
energy technologies including electric vehicles, batteries, clean and advanced generation, distributed generation, distributed energy resources, renewable integration, energy storage, and energy infrastructure safety and integrity.

He has over 40 years professional experience, and published his research in numerous national and international journals and presented at many forums in India, Canada, Sweden and USA. Also, he has organized several professional meetings, workshops, and conferences, and moderated discussions at many such events. He holds a PhD degree in Energy Conversion Systems from
University of California, Davis.
