Russ Stark is the Chief Resilience Officer for the City of Saint Paul working in Mayor Melvin Carter’s Office, where he leads the City’s climate and sustainability work. Previously, Russ served for 10 years on the Saint Paul City Council including three years as Council President. Prior to his public service, he worked at nonprofits focused on community development, environmental advocacy, and improved transportation options, including early planning for what is now the Green Line LRT. Russ has a Bachelor’s in Political Science from Swarthmore College and a Master’s of Urban Affairs and Public Policy from the University of Delaware.

1:35 p.m. Pacific: EV Car Share Fleet: Enabling Clean Transportation for any Municipality
The City of Saint Paul – in partnership with the City of Minneapolis, Xcel Energy, and HOURCAR - developed the first 100% renewably-powered municipally-owned carshare in the country, providing residents with cleaner and more affordable transportation options. This discussion will show how municipalities can collaborate with utilities and EVSE providers to further BEV adoption, and clean transportation, and create a strategy to further charging infrastructure and fleet operations to plug into the nationwide charging network.
