
Senator Josh Becker
California State Senate
Josh Becker is a California State Senator representing most of Silicon Valley including innovation hubs like Stanford University and Sand Hill Road.
As a member of the Legislature, Josh is the author of several bills focused on accelerating California’s transition to 100% clean energy and net zero emissions. He is the chair of the Senate Budget Subcommittee on Resources, Environmental Protection, and Energy. His other committee memberships include the Budget and Fiscal Review Committee; the Business, Professions and Economic Development Committee; the Energy, Utilities and Communications Committee; and the Transportation Committee. Josh has a climate policy blog dedicated to “getting to zero” greenhouse gas emissions: sd13.senate.ca.gov/news/getting-to-zero.
Prior to being elected to the California legislature, Josh was a recognized clean energy thought leader. He helped spearhead efforts to involve the clean energy business community in advocacy as co-founder of Cleantech for Obama and the Clean Economy Network.
As Founder of New Cycle Capital, Josh was a seed investor in companies such as: Opower, Renew Financial, People Power, One Block off the Grid, and TerraPass. Josh also founded the Full Circle Fund in 2000, a community leadership and policy innovation organization that funds nonprofits creating positive change in the Bay Area. Josh was the project lead for the group’s Energy and Environment Circle.
A JD/MBA from Stanford, Josh was a long time Board Member of the Clean Tech Open. He was appointed by Governor Jerry Brown to the California Workforce Development Board, and was a founding Trustee of the University of California at Merced Foundation Board of Trustees, where he served as Chairman from 2013-2015.
Josh started his career at ICF International, a DC-based environmental consulting and engineering firm. There he helped launch the first Clean Air Marketplace conference and consulted on energy strategy for companies like General Electric.
