Joseph is a graduate from Chabot College where he completed his Apprenticeship in the International
Association of Machinists and Aerospace Workers California Apprenticeship Council and has worked for
the City of Oakland for 23 years. Joseph has over 30 years of logistics, maintenance and operations
experience working in both public and private sectors.
Joseph started his career as an Automobile Technician, where he earned ASE Master Certifications and a
State of California Smog Check License. He then progressed into Fleet Management and is now a
National Association of Fleet Administrators (NAFA) Certified Automotive Fleet Manager. Joseph has
been recognized for many outstanding achievements over the years. In 2018, Joseph was selected as
the City of Oakland’s Bureau of Maintenance and Internal Services Employee of the Year and was named
APWA Northern California’s Fleet Manager of the Year in 2014. While managing the City of Oakland’s
fleet, Joseph’s organization has been ranked in the top 50 for ‘Greenest Fleets’ in the nation, 100 Best
Fleets and Government Fleet Magazine’s Leading Fleets.
