Bailey Muller oversees the largest statewide EV infrastructure incentive program in the nation, the California Electric Vehicle Infrastructure Project (CALeVIP), which has deployed over 1,700 DC fast charging ports and 6,500 Level 2 charging ports across the state. As senior manager, she leads incentive program design and coordinates a team that provides technical assistance, outreach, incentive awards and reporting. She also oversees a PECO EVsmart program in Pennsylvania demonstrating the viability of EV charger make-ready rebates for commercial and industrial utility customers. Her 10 years of EV industry experience includes working on EV readiness for the North Central Texas Council of Governments. Bailey holds a Masters of urban planning and policy from the University of Illinois-Chicago and a Bachelor of Science from Texas Christian University in environmental sciences.

From funding and design to implementation and reporting, EV charging programs succeed when they’re built for — and by — the communities they serve. This workshop explores the full lifecycle of EV program design, revealing how data-driven strategies, stakeholder coordination, and locally informed decision-making can turn public investments into on-the-ground charging access. Attendees will gain insights into how administrators and implementers can structure programs that accelerate deployment, ensure equitable access, and deliver measurable results.
Speakers from the Center for Sustainable Energy® and San José Clean Energy will share complementary perspectives from the program implementer and program funder sides. From designing and administering EV charging programs nationwide to launching initiatives like the San José Clean Energy Multifamily Charger Assistance and EV Instant Rebates Programs, this session offers real-world examples of how thoughtful program design can overcome market gaps, stack funding opportunities, and create scalable models for community-wide EV adoption.
