Lisa Shafer is the Fleet Portfolio Program Manager and the Non-Bus Zero Emission Infrastructure Lead with King County Metro Transit. She has over 20 years’ experience in transportation planning and program management. She is focusing her current efforts on the transition of Metro’s non-bus fleets to zero emission, particularly Metro’s non-revenue vehicle (NRV) fleet. She manages NRV zero emission transition planning and policy and leads both an NRV Planning Program and a Fleet Policy subcommittee. She oversaw a 2021 feasibility study of transitioning Metro’s non-bus fleets to zero emissions as well as several strategic planning efforts related to fleet and vehicle infrastructure. She oversaw the development of the Operational Capacity Growth Report which identifies long range planning for bus bases. Past projects include Metro CONNECTS: Metro’s Long Range Plan; planning for bus service integration with Sound Transit’s Link light rail; regional project planning, and the King County Metro Access to Transit Study.
