
Josh Cohen
Head of PolicySWTCH
Josh leads North American policy and regulatory strategy and engagement for SWTCH, a leader in electric vehicle charging for multi-tenant properties. In this role Josh participates in legislative and regulatory proceedings and collaborates with industry stakeholders to inform policy and move the market forward. His policy priorities include expanding equitable access to electric transportation, improving the economics of EV ownership and charging, and delivering benefits to drivers, property owners, and the grid through software-based managed charging, open protocols, and interoperability.
Prior to SWTCH, Josh served in policy roles at Shell Recharge Solutions (formerly Greenlots), SemaConnect (now Blink), and the Business Network for Offshore Wind. Josh previously served in public sector leadership roles including as mayor of Annapolis, Maryland and as deputy administrator of the USDA’s Rural Utilities Service (RUS) during the Obama Administration. Based in Annapolis, Josh holds an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.A. in Economics from the University of Maryland.
